Can you go to your steam binary directory and do 'ldd steamclient.so'?
The latest client added some dependencies. If you run with STEAM_RUNTIME=1 do you still have problems?

STEAM_RUNTIME=1
works here.
Okay, as I guessed the 32bit versions of networkmanager are missing (I wonder why those are required). I fear it's not gonna be easy to add those using multilib ebuilds.
As this appears to be a packaging issue and requires no action by the steam linux group, further conversation should take place over at https://github.com/anyc/steam-overlay/issues/51. This issue should be noted as a nuisance to be re-evaluated if an universal release for distros is made before a 64 bit client is released.
@Tele42 I'm not sure if I would call this a packaging issue.
@gdrewb-valve What are the newly added dependencies and why can't they stay optional?
There are a few around network device discovery and handling. There's no need for them to be optional since they're packaged with the Steam runtime. There are only problems for people disabling the Steam runtime, which we do not recommend.
Also crashing here in the beta. If i opt out, it works fine.

If you look in your Steam binaries, such as ~/.steam/bin32/steam-runtime/i386/usr/lib, are the libnm* files there? If so I don't know why you'd be having problems.
One other thing to check: is steamclient.so executable?

There shouldn't be a steam-runtime.tmp, that looks like the steam-runtime didn't unpack properly. If you look directly in steam-runtime instead of steam-runtime.tmp/steam-runtime are the binaries there? If you delete steam-runtime.tmp and steam-runtime and rerun steam.sh it should install the Steam runtime again. After that are the files in the right place?

/home/madrang/.steam/bin32/steam-runtime.tmp is back but no /home/madrang/.steam/bin32/steam-runtime
Did you see any error messages in the console when running steam?
Another thing to try: delete the .tmp again and run 'STEAM_DEBUG=1 steam' . That will show more about steam.sh unpacking the runtime. See what messages it shows around extract_archive.
madrang@Qosmio-X770:~$ df -k '/home/madrang/.steam/bin32'

I have a ZFS Raid Server. With 8TB of space and about 6.1TB left
If i opt out of the steam beta, steam works fine and most games. (I have some trouble with primus run. But that is something else....)
Edit: Forgot to delete steam runtime
madrang@Qosmio-X770:~$ rm -r '/home/madrang/.steam/bin32/steam-runtime' '/home/madrang/.steam/bin32/steam-runtime.tmp'
rm: cannot remove ‘/home/madrang/.steam/bin32/steam-runtime’: No such file or directory
madrang@Qosmio-X770:~$ STEAM_DEBUG=1 steam > Steam.log.txt
The folder "/home/madrang/.steam/bin32/steam-runtime.tmp" is created and all files seams to be there.
There's no more output with steam.sh trying to rename the .tmp contents up a directory?
You can also try 'STEAM_DEBUG=1 steam --reset' to have steam refresh itself.
It seams like mv usually calls rename, but when it does a copy crossing filesystem boundaries (like with zfs), copy_entry is used and is calling utime on a symlink whose target does not exist on the target volume. Since they are relative, i think utime is called before the symlink's target is copied.
That is why only symlinks fails in the logs.
If i reset steam, it starts fine. Then when i enable the beta. Same result. Crash. But it seams that it only works outside of the beta cause i got all deps needed without using the runtime. So i think it was always broken but i only noticed because the update now needs files that are not installed on my system (there are no libnm*:386 packages in synaptic). I think for now i will manualy install libnm:386.
Opened an issue for the runtime https://github.com/ValveSoftware/steam-for-linux/issues/2358
Created a file "/etc/ld.so.conf.d/steam.conf"
/usr/lib32
/usr/lib/i386-linux-gnu/mesa
/usr/lib32/steam/lib
Copied the files from steam runtime
/home/madrang/.steam/bin32/steam-runtime.tmp/steam-runtime/i386/usr/lib/libnm-glib.so.4
/home/madrang/.steam/bin32/steam-runtime.tmp/steam-runtime/i386/usr/lib/libnm-glib.so.4.3.0
/home/madrang/.steam/bin32/steam-runtime.tmp/steam-runtime/i386/usr/lib/libnm-util.so.2
/home/madrang/.steam/bin32/steam-runtime.tmp/steam-runtime/i386/usr/lib/libnm-util.so.2.3.0
/usr/lib32/steam/lib/libnm-glib.so.4
/usr/lib32/steam/lib/libnm-glib.so.4.3.0
/usr/lib32/steam/lib/libnm-util.so.2
/usr/lib32/steam/lib/libnm-util.so.2.3.0
Then "sudo ldconfig"
I still have the errors with the runtime. But now i can use steam.
Closing this bug since the initial issue was addressed and madrang opened a new bug specifically for his problem with the runtime.
The newest beta crashes:
