I have the same issue in L4D2 from Steam, Ubuntu 12.04 64bit.
Here's a workaround:
If you have access to a Windows OS, install L4D2 and import spray image. Locate the directory "STEAM_HOME/SteamApps/common/Left 4 Dead 2/left4dead2/materials/vgui/".
You'll find the spray files there with extension vmt or vft. I don't know exactly which files are necessary so I copied all files with names that I imported to that directory in my Ubuntu system.
If you don't have Windows OS, I'm sure you have plenty friends that use Windows.
And now you can annoy your teammates with the custom spray.
In addition to what buttersscotch said, run VTFEdit in wine and that can create you a VTF and a VMT.

Looks like valve didn't replace a DLL in the Linux build with its so file, I expect this will be a quick fix in the next beta or so.

Tried to import the same spray I use in L4D2 for windows, and also in TF2 for Linux, got the below error message. Restarting Steam as suggested did not help.
