Every time I restart steam, the first time each person messages me, their timestamp is a couple of minutes early, then all proceeding messages from that person are right. Examples:

17:14 - Pozuski: Howdy Pard'
17:04 - Benguin: Hallo

13:17 - Clark: Afternoon Bengy
13:11 - Benguin: afernon

The first guy is in a different timezone to me, the second is not.

Please include your system information as requested at https://github.com/ValveSoftware/steam-for-linux#reporting-issues.

When this happens, have you asked what their system time is?

Likely an all-platfoms issue and not Linux.

19:56 - Benguin: I'm going to restart steam, and then once it says I'm online can you tell me what time your computer's clock has?
19:56 - Clark: Okay
[restarted steam here]
19:57 - Clark: 19:45
19:45 - Benguin: okay thanks
19:45 - Clark: Results?

Everything before "[restarted steam here]" is the greyed-out text that shows messages from last session, apparently that too has the wrong time..
