Highly likely to be a duplicate of #2365. Do you have the 32-bit Flash player installed? If not and you install it does that fix things?
Installing flash player (https://support.steampowered.com/kb_article.php?ref=1493-GHZB-7612) does help. Now steam doesn't freeze. Thank you.
But playback of flash video is terribly slow. Although I think this is a different issue.

When I open a webpage with a flash video, the browser in steam hangs.
Steam client itself is working. I can switch to "Library" tab and back, but all browser-based tabs stop working. Right-click in the browser shows a menu, but clicking on any menu item does nothing. Nothing suspicious is printed in console log.
Ubuntu 13.04 64-bit.
