The Steam window properties look good, so this is an issue with the taskbar and not Steam?
Closing as this does not seem to be a Steam issue.
I just looked at it, since I have the same issue (also using tint2).
I believe the issue is caused due to the Steam client not setting _NET_WM_NAME.
_NET_WM_NAME should be the UTF8_STRING name of the window.
Tint2 also tries to read the WM_NAME string, but reads it as XA_STRING (ISO-8859-1), which may be why it fails (however in the tint2 source code, this isn't prefixed by "server.atom." as the other code parts are, so this might also be partly a tint2 bug).
In any case, I believe that the Steam client should be setting the _NET_WM_NAME too.
EDIT: I haven't been digging too deep into this, but it seems to me that Tint2 is doing the right thing parsing the string as XA_STRING. Iceweasel also seems to be setting WM_NAME to STRING and _NET_WM_NAME to UTF8_STRING, which seems correct to me.
