What is the Steam issue? Are you requesting that Steam do something about pulseaudio?
The issue is that pulseaudio prevents Steam and Steam games from being playable.
This should be reported to the pulseaudio folks, shoudn't it?
I've reported it more than once to them but it's pretty much either ignored or they don't know how to fix it. In fact, the community recommendation was to kill pulseaudio.
We have no special pull with them (they haven't responded to our bug reports), unfortunately. Was there more that you think Valve can do? I'm going to close this issue as not-Steam.
At best, at least take note that pulseaudio can and will cause problems and that disabling it before playing games is a good idea.

I have to modify my games so that they kill pulseaudio (and edit it so that it doesn't autospawn) before launching, then launch pulseaudio after the game closes to fix this issue. Nothing wrong with pulseaudio configuration, as I've purged and reinstalled it more than once. It can cause a lot of weird side effects in games, particularly wine games as I've noticed (causes games to run in slowmotion with massively distorted audio).
