For some reason, the player's movespeed is always reduced to a walk and jumping is like with gravity set to 200. I checked both gravity and movement speed in the console and both appear to have the default values. Vehicles are not affected. The bug is always present, with or without suit, regardless of whether starting a new game or loading a save.

Yep, did try it and that's how I've been playing. The question still remains. Why is that cvar not 0 by default?
