It still gives me the dialog box telling me I can't reach the Steam network.
This sounds similar to a bug we're fixing. Please try this: exit Steam, Edit ~/.steam/registry.vdf and search for the line with "Offline". The value is probably "1" on your system. Change it to "0", save and exit. Now restart Steam. Please let us know if this works for you.
The value was already set to 0. Tried to start up Steam again anyway, and gave me the same error.
I am getting the same issue it seems.
I have loaded up Wireshark but it doesn't show anything about failing to get a response from gds[1,2,3,4].steampowered.com. It does some DNS look ups and then sends some data.
So I'll be able to test the fix, and maybe add more logging to stdout or stderr, about what the client is currently trying to do?
steam --reset worked for me.
Pretty much the same problem here. Proposed solutions don't work for me. Happy Holidays.

When I start Steam like this from the command line it pulls up the following error:
Unable to connect to the Steam network. 'Offline Mode' is unavailable because there is no Steam login information stored on this computer.
You will not be able to use Steam until you can connect to the Steam network again.
