Checkbox on accepting steam subscriber agreement is backwards?

So when selling cards on the market place you have to select the checkbox for accepting the agreement, it starts off ticked, so you click accept and it tells you to tick it.

So you untick it and then it works...someone do a booboo?

I can confirm this, it happened with me when I was going to confirm my country to conclude my transaction, it was already ticked, but when I click to continue it says for me to confirm, when I untick it everything works, I took some screenshots to demonstrate:

I can confirm this happens, though it seems to be for checkboxes throughout the application (i.e. in Greenlight, when making a regular purchase etc) .
