After I gave up and installed on /, I checked the properties, and it actually installed on /Volumes/HD instead. Which is what I wanted, but it'd be nice if it didn't lie about it.
Under Settings, Downloads tab, if you click ‘Steam library folders’, does it list the two libraries you have, or just one? If you add the existing library on the other drive, do game installs then correctly offer both in the selection?
Ah, it was only showing the one. However, looking into it a bit further, I found something that I'd forgotten about: I do only have one library, but I created a symlink from ~/Library/Application Support/Steam, to /Volumes/HD/Steam. So probably Steam actually isn't doing anything wrong, I'm just doing something weird. When I did this, I think Steam may not have supported multiple libraries.

When I go to install a new game, I'm given an option of where to install it. The problem is, I have two drives, and only the Steam library on one of the drives is an option. I already have a Steam library on the other drive, with games installed in it which work. The only other option for install location is to make another Steam library, but when I select the drive I want to use, it says a Steam library already exists there... This is true, but how do I use it?
