Putting your GPU into power saving mode will certainly cause TF2 to behave worse… have you tried putting the game to low graphics settings? There are some third party configs (like dx9frames) that reduce the graphics further.
I try it, so it still unreal to play, graphics looks pretty well but lags on running and rotation. Now I try Dota2 so it works on high performance GPU (if I do lower quality of shadows), it works fine. I still don't catch why it's not loading on high performance GPU.

When I try to open TF2 it starts hanging and some times not loading at all. It seems to be as this issue https://github.com/ValveSoftware/Source-1-Games/issues/102. When I switch for power saving gpu it starts loading but steal too long and in game it has bad performance. Installed latest driver for Ubuntu 13.4 (generated by amd client)
