We now have a Dota2 bug tracker located over at https://github.com/ValveSoftware/Dota-2 that we prefer users use to report Dota2 bugs.
It's not problem of dota 2, it's problem of the steam server, i run steam today and it begun to download dota 2 again. After downloading I'll write if it download or now.

I have also run into this issue on my Arch Linux x64 system with a DotA 2 download consistently hanging on exactly 82% (3.1/3.7GB), even after completely deleting and redownloading the game up to that point from different content servers.
The download starts and runs as expected, but the connection speed for that game suddenly drops off to zero at 82%. I will be experimenting a bit more after completely reinstalling Steam on this machine.
Update:
An complete reinstall of steam (including the .config, binaries etc) did not help. Copying a full "dota 2 beta" folder and the app manifest from SteamApps of another Linux machine resolves the problem, since Steam is able to launch the game then. Unfortunately I have run into the same issue with TF2 now, stalling at around 79%. Changing client language and content download servers did not seem to have any effect after restarting the client.
