If Steam was launched from desktop shortcut for some game, then when it found update for itself, installed it and restarted, it runs that game again without any user prompt.

Steps to reproduce:
0. Exit from Steam

1. Run Steam from some desktop shortcut (for example from Bastion shortcut)
2. Steam started and then started Bastion automatically
3. Close game and check for Steam updates
4. If update is available, install it and press restart button
5. After restart Steam started and runs Bastion again automatically (without any user prompt)

I think Steam should not run games after restart.
