Lag after moving window

When I move Steam window (friends, chat, etc), I cannot interact with UI elements for some time.
Way to reproduce:
Open chat window while main Steam window is maximized in background. Drag it and move around for few second. Background Steam window will redraw slowly. When stop and try to type something. Nothing will display. Try open pop-up menus. It won't work. But UI elements react on mouse over. Then wait. Wait more and then everything you've typed displayed and menus opened and steam became operational again. Same with resizing window, but no matter what is in background.
If you try to move steam window f. e. without other steam window in background everything will work as expected with no problems.

Do you have a swapfile? What’s your memory load like? Might just be paging, or your window manager… need more info :)

It's not actual anymore. Steam works properly on different systems.
