Would you mind sharing a copy of ~/.steam/root/logs/cloud_log.txt (if cloud_log.previous.txt doesn’t contain the issue, you might need to reinstall it for more info).

I have the same problem on OS X.
PS: I also had this for HL2:EP1 a few weeks ago, but it suddenly stopped. There was an issue about that, too. May be I can find it again.
Same problem, 6 months ago and still now. Was syncing HL1 on every start (although I didn't play it for a long time), now I installed and played HL:OF, now it syncs it. Looks like it chooses the game to sync kind of arbitrary.

Every time I launch Steam Half-Life syncs, even if I don´t play it, it happens all the time (I deleted it now because I finished the game, but if it´s necessary I can re-install).
