Can you give more detailed information on your configuration?
Try launching it from a terminal and check for any error messages and/or post the output here.

Just open a terminal ( Ctrl + Alt + T if you're using one of the *buntus, if I remember it correctly) and type in "steam".
Optimus should only be used if you're launching with optirun or primusrun. If you aren't doing anything special then Optimus shouldn't be running. It doesn't sound like you did anything special, so your issue shouldn't be related to Optimus. Unfortunately, in that case we're going to need more detailed system info in order to make progress on this.

steam crashes, like doesnt start when icon is clicked on launcher.
the icon blinks for a while and then stops. Therefore it has not been updating also.
Sometimes after boot, it does launch initiates update, but doesnt update only.
i dont know if it bcos ot dells/nvidias optimus technology...
