Does this still happen after you restart your computer?
I booted back to Windows for a week and then I booted back into Ubuntu afterwards. I am up-to-date and it seems fine now.

Yes it happens every time.
Do you have Steam set to launch on login?
No, I haven't.
I also updated steam client to latest version but the error is still there.
I think my issue is same as #3154 :
The count went to 9 before I 'kill all'ed them.
OK; if you've got the respawning thing, you should be able to run games.
Set auto-login to be off. This should stop them respawning constantly; they only seem to start when the last one fully loads.
Then, enter your login details once, into the first login dialog.
When that one loads, don't close the new login box that appears.
This has worked consistently for me for the past week or so; well enough that I forgot to update the Github bug...

Hello,
Steam automatically updated today and I am now unable to play any games.
The error I get when loading up Steam is the following:
"Fatal Error: Steam failed to load: *SteamStartEngine(0xff94d2c0) fail with error 1: A Steam Engine Instance already exists"
However the window opens after I press on the error message's, it does load up Steam but I then cannot open games because it says I do not have an instance of the Steam Engine.
"Steam is not running. You must start Steam in order to play this game."
Smells like some dodgy exception handling has snuck in to the code.
