Try to rename/delete [Steam Dir]/config and/or [Steam Dir]/userdata folder(s).
Tried deleting each separately and then together. Also tried renaming both Doesn't work.

It helped me when I got VDFs broken somehow. Have you tried other Ubuntu distros?
I completely reinstalled Ubuntu (13.10) due to other unrelated (I had Steam problems before these problems) problems. Installed Steam and it works. Thanks for helping FrenchMan. :)

I get this error message every time I try to load Steam. Using Ubuntu 12.10, dual-boot with Windows 7. It has worked before, but it is not working. I tried searching for a solution, but I only found a lot of other people with the same problem. I tried uninstalling Steam, then restarting Ubuntu then reinstalling Steam. I tried logging in on the web browser then opening Steam. My network connection is fine. The only thing changed since the last time it worked (a month ago or more) is I changed my password. It prompted me for the new one when I tried it the first time, but then it gave me that message. I have no issues whatsoever on Win7. If upgrading Ubuntu would help, I'll do so (planning on it anyway).
I originally asked this question on Steam support but after a few support attempts, they directed me here.
I tried the Steam reset (steam -reset) (twice) and it still doesn't work. This is what comes up. There is no "installing bootstrap..."
I tried "rm -rf ~/.steam/steam/appcache". Didn't help.
Any help is appreciated, thanks.
