I have a similar issue every time I start the client with the Half Life savegames.
I've actually never played beyond the tutorial, so I have no saves for it to sync.
I just now created a save, to see if it would at least change from showing 0/0bytes. But, it did not - the original symptoms persist when I restarted Steam (i.e. 0/0byte update)
Can you post your logs\content_log.txt ?
Hmmm... I just noticed that #2166 is "Closed", so maybe I will get no response there.
Here's a pastebin of content_log martino asked for. It shows it happen, then I close steam and re-open it 5 minutes later and it happens again.
I can recreate the problem at will on every restart of steam.
I noticed something else that might be somehow related: While testing today, I opted in to beta updates for Half Life. This gets a 5.5MB patch, and the game runs normally. When I shut down and restart steam, I get a 5.5MB patch again and the setting indicate I am no longer opted into the HL beta updates. (stop/starting again at this point gets me my usual zero byte update).
So, it looks like the beta settings for the game don't 'stick'.
Just wondering, what distro are you running (as per https://github.com/ValveSoftware/steam-for-linux#reporting-issues)?
I'm running Ubuntu. I've seen the issue consistently since at least 13.04, had it in 13.10, and am currently using a laptop on the trusty 14.04 developer branch.
I had the exact same problem on the stock 13.04 desktop (with completely different hw specs) where I previously had Steam installed, so I do not believe the problem is related to any specific of my systems.

Just trying to determine if anything seemed like a pattern indicator (when considering the other issue as well).
One other thing which might be relevant is that I don't install the games to the default path (as they'd fill up my primary SSD), so I have them all installed in a steam library on a second drive. I have not tested installing to normal steam path to see if it goes away, but I will do that this weekend to troubleshoot if no one has any better ideas.
I've tried switching between the Dallas and Houston download servers, to see if that made any difference, but it did not.
I noticed another interesting symptom related to this:
When redeeming HumbleBundle purchases using the new "Redeem to this account" link that they are now using for Steam keys, I happened to have Steam open and on the downloads page. The instant Ii clicked that Redeem link, Half-Life gets re-added to my downloads page in "Ready to Play" status with the downloaded stats showing 0 / 0 bytes.
I don't know if those links just immediately re-initialize the download process within Steam, but I thought it was noteworthy that Steam does not need to be completely restarted for this bug to recur.
In the last week, the symptom for this problem has changed... for the worse. Now, not only do I see the 0 byte half-life update, but I see various other length updates for 8 other games.
The 8 games are always the same, the update lengths are always the same, and the client does not appear to actually be updating them (they just instantly pop in the list as Ready to Play, there is no actual update done).
Can you email me ([email protected]) your logs\content_log.txt ? I can't reproduce this here at all. Are you in the Steam client beta ?

Half‐Life is the only game that updated, lists a 0 byte update.

I too am still seeing it after the Nov. 25th update.
I am affected too. I can see HL1 and CS1.6 as 0/0 update.
While I still have the original Zero Byte HL problem, the issue with the other half-dozen games that started a week or two back is resolved in the latest client. When I started Steam today, instead of those games going directly to "Ready to Play", they went into the update queue.
Some of them got zero byte updates, while others (DOTA, for instance) actually downloaded content. Upon restarting Steam, they do not appear in the download list anymore (but HL still does).
This happens to me only with HL2. Whenever I launch Steam it updates with 0 bytes. I thought it had to do with cloud uploading saves over and over, but even without them it still does this. Very annoying.
I’ve seen this bug occur now when loading Steam in offline mode, very odd.

Nevermind.... still there for me too. The update somehow cleared my list of steam library folders, so it thought Half Life wasn't installed.
As soon as I added the folder back, it claimed there was a 5.5MB update for it. Restarting afterwards, it still claims there's a 5.5MB update for it...
Restarting again.... 0 byte update ready for it. :(
It seems bug is fixed for me, at least for now :)
I think latest Steam update fixed the issue.
Hmmm... seems to be fixed here too. I've restarted Steam several times, and started HL, and I'm not seeing the faux update anymore. I'm holding my breath that it doesn't come back the first time some other game has a real update.

I didn't report that because I got used to it. Shame on me, but it
happens rarely, and recently I removed almost all HL2-based games. But
I've seen that 2-3 months ago, AFAIR.

For months, I've noticed that each time I start steam I get a game update for Half-Life. The update is always zero bytes and completes instantly. The game itself plays fine.
I've tried completely deleting the local content and reinstalling the game, but the issue persists.
