Had zoom issues with steam@steamos but last weeks updates and configuring button layout for controller now gives reliable zoom with right stick on controller and keyboard but with the caveat controller has to be disconnected to allow keyboard zoom.
Using keyboard shortcut (ctrl and + ) for zoom does not work for me.
What Tele42 describes is similar to what i experienced prior to last weeks updates.
Using the "more" menu and selecting "zoom" which for me locked to max zoom. Repeating process or trying keyboard shortcuts did not unzoom.
For keyboard zoom to work:
To get zoom option in more menu disconnect controller. Selecting zoom will indeed zoom and incrementally for each click of zoom. Use arrow keys to navigate. Use ctrl and - to unzoom.
You may have to opt in to beta repos for this to be relevant if you have not already.

Hello, retesting big picture mode's web component, it looks like the behavior has changed in a way that there is no longer any transition effect as described in the opening post, making this issue outdated. Thanks @eiglow.
On my unofficial SteamOS test box, I went into the release news in the system settings section and since I was sitting a fair distance away, I used Ctrl + "+" to zoom in, during it's smooth transition, it jerked off to the side and recentered where it was supposed to be. (Jan. 13th client release) Issue is not present in big picture mode on my desktop (January 7th client release).
I reproduced this on the January 13th linux client in big picture mode, so closing https://github.com/ValveSoftware/SteamOS/issues/118 in favor of reporting the issue here.
