could you optimize this, to make valve game on steam, the language displayed in game , NOT to align with the steam language interface, BUT to align with the language pack option of the game entry in the steam game library screen(right click the game, choose properties, valve game all have a language option tab).

[ubuntu 13.10][bug]changing steam client interface language would igore downloading option settings
e.g. under my steam account, i have dota2 and team fortress 2 for linux on my steam linux ver.
and, if i switch the steam interface language from english to simplified chinese. then, steam would automatically switch the games language from english to chinese. and starting download language pack for the game.
but, some game has a huge language pack, e.g. dota2 chinese ver. for linux, its language pack is 1.1 GB!
how stupid?! and i set up the game NOT Automatic Update, NOT background download, it does NOT WORK!
when changing the steam client for linux interface, it just auto download the huge gigabytes, some other similar games like counter-strike series, dota2, team fortress 2, most of valve games, all got this stupid issue.
i need to frequently switch steam client interface language. due to some of the games on steam does not support NON-English steam interface for linux!
e.g. team fortress 2, under chinese interface of steam linux, into the game mainscreen, all the buttons in game are blank! no any character displayed, then you tell me how to play it?! so i have to change to english steam interface when i want to play TF2, and when i want to play other games, i switch back to chinese interface of steam, e.g. dota2, due to that, if i play dota2 linux under steam english interface, then the game would be ENGLISH even with chinese language pack!
and if i play the dota2 game linux ver. under steam chinese interface, then the dota2 game would show chinese text even with ENGLISH language pack!
