Setting vblank_mode to 0 has no effect. Switching to UXA from SNA doesn't have effect. Disabling pulseaudio has no effect. Usage of every core of my i5-3320M processor is always under 50%. Using low graphics instead of med graphics has no effect. Using fullscreen mode instead of windowed mode has no effect. Problem is also present in Portal.
I tried to run the Windows version on Wine and the FPS was a lot stabler and game play was very smooth. Only twice I detected small performance drop which lasted less than 2 seconds.
How should I try to isolate the issue with the Linux version?
After playing playing little bit over one hour couple hours ago on Wine without any major FPS drops I decided to test it again and now the FPS drops were almost as bad as on the native Linux version, even thought only thing I did between those tests was restarting Steam and writing the earlier comment here.

I'm running Arch64 on my t430s laptop with i5 and hd4000. I installed Steam and CS:S on December and it worked great with constant 80FPS, but about a week ago my FPS started to drop sometimes to 30 for couple of seconds without any logical reason. After that the FPS drops have become more and more common and now my FPS is most of the time 30 and only sometimes 80, which renders the game unusable. I tried to disable SpeedStep from BIOS without any effect.
