CORRECTION: This Behavior exists also in openbox without anything managing the desktop!
UPDATE: I have found a solution or the workarround to this problem:
When using the compositing software "compton," The Steam window seems to correctly function.

I am using Openbox as a standalone window manager. Pcmanfm is used to manage the desktop ($pcmanfm --desktop) as a folder on top of openbox. When steam is used, it behaves normally until the use of the buttons in the top right hand corner to close or minimize the window. When these buttons are pressed, it interferes with the desktop without being able to manipulated anymore. (see pic 1.) This is a conflict with any other window. Steam will try to bring itself on top of it; but steam can not be used or manipulated.
Trying to bring steam back via the task bar or the notification area is futitle. This behavior doesn't exist when not using pcmanfm to manage the desktop. The only way to get rid of steam is to close it via the taskbar. When openbox is used without any desktop folder management, steam runs as intended.
