Steam ask for both libudev0 and libudev1 during first start after fresh installation. Since there is no libudev0:i386 in Ubuntu 14.04, solution was to install it from older Ubuntu.

Steam isn't using libudev.so.1, that's some other system binary that Steam is depending on. Steam itself only uses libudev.so.0.
