Having never touched the permisions in ~/.local/share/Steam, replays work fine here with the default 755 permissions. Perhaps steam did not do a sanity check when it inherited permissions from the parent folder or permissions got mangled during a copy?
it's an interesting issue for me. some ubuntu users before 13.04, they don't have this issue. so, i don't know why... my luck is so...uncommon. i 'll wait ubuntu 14.04 LTS stable ver.(2014 April) and see what would happen.

[feature request][linux][steam client]default steam folder assign higher privilege
this is due to this issue. see here:

in that dota2 #1205 issue. clearly , dota 2 for linux cannot download match replay dem file from game servers, that was due to steam for linux, its default folder/file privilege or permissions was assigned as low level... not enough for games,
so, if the default [steam for linux] folder permissions can reach into medium level, e.g. owner's privilege "write and read", owner's group "write and read" , other users "read-only", then the issue would be solved easily!
