If i close Steam window remains in the panel and the system tray. Can you do so as to leave only the icon in the system tray?

if i use export STEAM_FRAME_FORCE_CLOSE=1 in /usr/bin/steam tray icon dont response on double click

Your window manager (and libappindicator) control the behavior of the menu, which is outside of Steam.
