Are you using sloppy focus?
no I use Ubuntu Gnome 14.04 (Gnome Shell 3.10.4) and the GNOME Tweak Tool says
mouse focus: mouse.
Available is click, mouse and sloppy

Any update on the bug? I have just started encountering it too.
If you use click focus instead of mouse focus does that help? This might be the same issue as #6.

steam for linux latest ver.
how to reproduce the issue:
-start steam client
-use any menu like "games"
-the menu will disappears before you are able to click on any entry
