I'm running i3-wm and have the same issue. Restarting i3 (not X) via alt+r makes Steam responsive again.
evilwm doesn't have a bind to restart itself. I have to pkill it if I want to restart it. This has to be a problem with Steam itself, as all other programs will simply ignore the minimize button when I click it.
I'm not sure evilwm supports this, but have you tried killall -USR1 evilwm?
evilwm doesn't support minimize. The thing is, it shouldn't crash Steam if I try to minimize. When I try to minimize chromium for example, it just does nothing. It doesn't become unresponsive and freeze. If I accidently click the minimize button in Steam, it should just do nothing, not freeze Steam and force me to kill it and reload it.
Yeah, I understand. Out of all the applications on my computer, Steam ranks poorest in window management by a long shot, among other things.
The most trouble I had with Steam, is when I was using tiling based window manager. I was using ratpoison for a while. I really liked it, but Valve games would not start when I would click play. They were running, just no window or anything. I couldn't even tell if it was running, unless I did a htop. I had to add -window in the launch options for Valve games to run properly using ratpoison (tiling). I switched to a stacking window manager for the Valve games to display fullscreen without the need of using -window. I'm very happy with evilwm though.

I'm using evilwm as my window manager. When I click the minimize button in the top right corner of Steam, it freezes and becomes unresponsive.
