happened to me as well.
don't know if it's a coincidence, but opening Steam from Windows cleared the notification
Notification disappears after some time (10-15min) but it is annoying if you trade a lot. Sometimes I have 1 green envelope for inactive trade offer and I know it is false notification, but just after false notification disappears I get new legit trade offer and I continue to think that It is false one so I dont react to trade.
Also I noticed one difference between Windows and Linux version, on Badge page for missing cards there is an option to "Search the Market" so market page opens and you can buy missing card. On Windows if you buy a card and press back button to go back on Badge page card that you just bought is removed (page is refreshed), on Linux card stays (cached page is displayed).
actually, I had the notification stuck for 2-3 days :P

I had 7 new trade offers, I did couple of them and 2 of them became inactive because of "Items Now Unavailable For Trade". So now in upper right corner I have green envelope and I cant mark trade offers as read because they are inactive, and green envelope is still on.
