I am getting this too. It happened after I bought Leadwerks. I'm running Debian Jessie 64bit, but tried installing Steam on a fresh install of Ubuntu 14.04 and I'm getting the same issue (even without having Leadwerks installed - just in my games list).
Last beta update fixed this problem for me

Steam freezes always when i pick "Library" tab. The problem appeared for the first time when I bought Leadwerks Game Engine. Before last steam update it only occurred when I picked "Software" tab but it now appears in the entire "Library" tab. The last thing I can see in console before freeze is

I had noticed that steam uses entire processor core when it's freezed:
It is really annoying bug because now I can run games only in big picture mode.
The problem occurs in both versions: stable and beta.
