Can confirm, came with the new big update to Steam with the new theme etc. I am currently a part of the Steam Beta Update, but it does not seem to matter either way after the new update.
Looks like this on KDE 4.13.3 (theme does not matter):
When the window is minimized:
The only one I could find in $HOME/steam that resembled this with a white background was $HOME/.steam/public /steam_tray_48.tga, but it's blue, not orange/yellow. Maybe some rendering issues while using it as an icon?
Note that it's working fine in the tray and launcher of KDE.
I do confirm it on my Kubuntu 14.04 amd64 with the latest Steam update.
The yellow should be blue, that's a RGB/BGR problem that a fix is already coming for. The background looks to be a transparency issue that will need to be fixed.
@gdrewb-valve The yellow Icon has been there since it changed from the old one, as for the transparency, it was working correctly for a few beta updates, but then it stopped.

@gdrewb-valve Um, a question should the tray icon be updated? I tried the Wine version and it had the new icon there aswel but running the native one i still have the old one.
I'm not sure, I'll leave that to Plagman and he can reopen if necessary.
We fixed the issues with the runtime icon, but the icon referenced in the .desktop file from the Steam deb package still needs an update, I'll update this bug when it's done.

I just noticed that the icons in the panel have been updated. The new icons have a white background, which looks really weird on my black Xfce panel and probably all panels with a non white background.
