I have noticed the same since I upgraded from Ubuntu 12.04 to 14.04.
Same for me Kubuntu 14.04.

Same happens on Windows client too, for some reason they don't know how to fix this issue, and this bug is present for years.

Hi guys, I am also affected by this bug. Here's a workaround using compiz to start the window maximized:
apt-get install compizconfig-settings-manager compiz-plugins-extra ccsm # Activate "window rules", enter "class=Steam" on the Maximized line
The only downside is, you can't un-maximize (restore) the window anymore. Anyone knows of a better fix?
Unfortunately the workaround I've posted also makes the Friends window unusable.
That doesn't solve the Windows users having the issue, too.

Ubuntu 16.04
elementary OS Juno (Ubuntu 18.04) has the same issue.
The weird part is that there seems to be two window sizes saved.
1- Start Steam.
2- Maximize the window.
3- Close Steam's window
4- Start Steam
5- Window is not maximized state but it covers all the screen. Press maximize button. The window is in maximize state.
6- Press the maximize button again. The window is different than point 1.
On exit, steam should see if the window is maximized or not.
if the window is maximized on exit, don't save window size or position.
If the window is not maximized, save window size and position.
Still happens in Arch Linux Gnome 41. Because of this sometimes when I'm reaching for the scroll bar on the right, I reach the window edge and it gets resized.

I'm using Ubuntu 14.04. If I close steam when it's maximized and then start it again - steam fill all screen space, but window is not maximized. I need to press maximize button every time when I start steam.
This behavior is not a big deal if window menu are showing in the top panel, maximized window or not you will see in top panel only "steam" label. If you select to show window menu in the window's title bar, then it's often confusing because when steam window is active you can see another window (if you have one opened) title and controls on top panel.
