If this helps: I threw away my userprofile, hooked up a keyboard and mouse, and restarted Steam in normal mode instead of Big Picture mode, then I logged in on my account. Now I can use Big Picture Mode again. Maybe my account got corrupted? It seems like an issue that occurs when you try to login for the first time using BPM?
I just had this exact same issue. No need to throw away the user profile - I believe Steam beta simply uses other config files (as I had to set up my controller again as well). So when there's no configuration, starting Steam in BPM makes it want to configure the network - I could not pass this because apparently it was of the opinion that I had no wired connection ;)
Simply starting the non-BP mode made it ask me for my login credentials again, so I entered them and it logged in fine; starting Steam in BPM again after this just passed all the shenanigans and went straight to the main menu.
Ignores present network configuration when started in Big Picture mode?

Well, it worked fine for a long time in the non-beta, I then switched to the Beta program, and then, yes, when starting the first time in BPM, it ignored my existing working network. -> Restarting in BPM presented the same dialog. -> Starting in normal mode asked me for Steam login/password. -> Restarting in BPM logged me in immediately and started working.

Installed from scratch and configured to boot straight into BPM on lubuntu a few months ago. Didn't encounter any issues like before.
Switched to Steam link so cannot currently provide useful comment...

Since the latest beta update, Steam BPM starts with a configuration wizard and insists on configuring network settings
However, I already had fully functional network settings configured on OS level: This is confirmed by the fact that steam did manage to detect and download the latest update. It's AFTER the update that stuff went wrong.
Tried to re-enter the same network settings as my OS within Steam and then run the network test: This didn't work as it keeps trying to connect forever and there is no way to skip this network configuration menu. As a result it's impossible to use Steam.
Outside of steam my network connection is fine.
