I just tried to download this game, and it is grabbing the game contents as intended. This is most likely a subscription issue that needs to be reported to DoubleFine.
You can find what subscriptions you have early on in the console spew from launching steam from a terminal and looking for the "Adding licenses for the following package(s): 0, 1,[...etc...]" line. The subscription package numbers that match to psychonauts can be found at http://steamdb.info/app/3830/subs/. (My sub is 14870)

I can't seem to download Psychonauts on x64 Arch Linux.
File sizes don't appear in the install wizard:

And after trying to install,

I've seen people post about this around online in 2012 and 2013, but all the bug reports and such have since been closed (since the Linux version wasn't strictly ready yet then). I've had to look it up to confirm that, yes, the files should be downloading in 2014.
Should I be reporting the bug here or contacting DoubleFine about this issue?
