Steam doesn't control the behavior of that icon, that's abstracted via libappindicator, but keeping the feature request.

Sorry, I wasn't saying it was impossible for software to exist that would offer what you ask for, I was just mentioning that Steam uses libappindicator for that menu and libappindicator explicitly takes control of the menu away from the app so that the system can provide whatever behavior it wants.

Just a quick update to this - I have Steam pinned to the panel (using Linux Mint 22.3) and modified this line in ~/.local/share/applications/steam.desktop

Exec=sh -c 'STEAM_FRAME_FORCE_CLOSE=1 steam steam://open/library'

What happens now is that when Steam is minimized to the notification area (right side of the notification area), I can relaunch the app by single-clicking once on the pinned panel entry. This won't open a second instance, now, but acts exactly as if I'd double-clicked the icon in the notification area in Windows. For me this is an acceptable workaround.

Just be aware that you need to completely close Steam before modifying the .desktop launcher, and also unpin any existing panel entries. Once you've made the modification, relaunch Steam (from the application menu) and then repin it. Then close Steam (so it disappears to the notification area) and then click on the panel button to test.
