I have had this problem for some time now. I thought I would wait it out and see if it fixes itself. But, its still a very big problem. Everytime I try to download a game from Steam, it downloads at a very slow 100KBs, then it will slow to a crawl and stop completely. I have to pause it and start it again for it to sometimes even start again, for it to just slow to a crawl and stop again. Please Valve, fix this problem on Linux. I have no download issues on Windows. My specs are in my Steam profile, which is linked in my Github page.
