Can you try with with the most recent Steam Client Beta and the new NVIDIA driver? It seems to function on my end.
Tested a couple times, and it seems to work now.
What has changed?
Sadly it is not fixed.
The other issue i forgot to mention is sometimes Steam crashes in the background, and this causes PA to stop loading.
This just happened to me, again.
Nearly a month has passed, and it is still happening.
Any news on this?

For some reason each time I cold-start Planetary Annihilation with steam community enabled for it, the game gives me a black screen. With it turned off there is no issue.
