Download is in progress but not visible
Have you seen this happen more than once? Do you have steps to reproduce it?
Exactly this I have seen only once and have no steps to reproduce. But I have seen other issues with Download list before, e.g. Library shows that one game is downloading and another is suspended, but Download list shows those games vice versa
Maybe it's worth to mention: I have only two games on Linux: TF2 and Serious Sam 3 BFE and the game being updated on the screenshot is TF2
Have seen when restarting Steam with a download running, the downloads view doesn’t always get repopulated.
Same here, also after restarting steam and with TF2

I saw this behavior on windows yesterday
This should be raised in the regular Steam forums, then, and this issue should probably be closed.

After trying to launch a game I saw a dialog which said that I should wait for 18 minutes. I closed this dialog and after that download appeared in list.
