Go to Settings->Downloads->Steam Library Folders and add a folder. Try to create a folder that already exists. An error window will popup ("That folder already exists"). It plays an error sound, can't be moved nor closed and is visible on all desktops. It activates (movable, closable) only after you close the "steam library folders" window behind it.
Same popup in Settings->Music->Add works properly (and silently).
