I have the same problem on Linux Mint 18.2 'Sonya', but NetworkManager is running.

Problem is present on two out of two of my Linux Mint computers. As Linux Mint is based on the most recent Ubuntu LTS, it is officially supported. This might be worth looking into.
I suffer from the same problem on up-to-date Archlinux. After suspend/resume, the steam client does not reconnect. I have network manager running:

OK, first of all I'm running steam on openSUSE 13.2 x86_64 with KDE
I don't use NetworkManager as it does not fit very well to my network configuration, but it is installed into my system, as well as libnm, just not running.
Here is my problem: when I start Steam it launches as usual, shows me library, friend list, etc. Everything is perfectly fine until I put my system into sleep mode (suspend-to-ram or hibernation - makes no difference). After resume it looks like steam does not detect system was suspended for a while. Friend list does not update online status, and community/shop operations do not work properly, as my session has timed out. The only option is to close Steam and start it again.
NM-less configuration used to work a year ago or something like that, so it is a regression. Laptop with same OS and with NM enabled works just fine.
