Compose key only partially working in Chat

I tried to write some special characters using a compose key in the steam chat
I was unable to write the left table shown on the wiki page (The one with the ä,ü,ă,...)
The middle and right table worked just fine.

I'm experiencing the same issue over here.

This issue is even worse for me as far as I can tell, every valid compose combination results in Ã. Non valid combinations get ignored properly.

Compose and dead keys don't work here, neither in chat nor in the client here. They act as if I didn't press any key. (latest Gnu/Debian with back-ports up to date, locale fr_FR.UTF-8).
