As the title says, steam reloads the whole game as an update after backing it up.
Why is this the case?

How to reproduce:

  • Go to Steam Library.
  • Right click on game, backup procedure.
  • Restart Steam, start game.
  • Now downloads 5GB again, even if the game is physically still on hard drive.
