The tray icon (in the notification area) can not be changed by an icon theme. Steam has it's own .png file which is used as the tray icon (~/.steam/steam/public/steam_tray_mono.png). When I try to chnge this file, it gets overwriten back to default after launching Steam. My other applications use .svg files provided by my icon theme ():
When I managed to create a custom steam_tray_mono.png file in my theme's folder, the icon was used by Steam, but it was zoomed and cut:
This is the custom icon i used (which has the correct size of 48px, same as the default icon):
I think it would be great if Steam stopped using it's own .png file and instead used a proper .svg format modifiable by a custom icon theme.
