Hello. I hope this report can be helpful. I'm not sure if this is a bug with Steam, Xorg, XMonad or AMD video drivers, but I'm reporting here since I've only noticed the issue when Steam is running.
Issue: While running Steam under XMonad and no composing manager, Xorg can reach high amounts of CPU usage (30%) and make the system very unresponsive (e.g. I can see emacs rendering his lines individually).
Steps to reproduce:
Open Steam under XMonad with no composing manager. Have Steam with at least one window open, preferably Library (the effect gets more noticeable with bigger windows). System will be somewhat unresponsive and slow. Switch workspaces. Xorg CPU usage will increase sharply (30%+), and the system will be even less responsive for those seconds. Steam's CPU usage stays normal/low.
Notes:
Running "xcompmgr -n" in a command line seems to solve this issue while the xcompmgr process is running. Closing it will reintroduce the issue until xcompmgr is restarted.
Dragging and dropping the Steam windows to the corner of the screen in a way that reduces the visible area (i.e. leave only a small inch visible, and the rest of the window "off screen") will also lessen the effect drastically.
All of the above will happen whether Steam is in the main/active/visible workspace or in a secondary one.

EDIT: This may be related to 3139 - https://github.com/ValveSoftware/steam-for-linux/issues/3139, although that was a bug with NVidia drivers and this was observed on a Radeon.
