Fail to connect to Steam network after update (but works on relaunch)

After every Steam Client update, a message box appears stating that Steam cannot connect to the Steam network. After dismissing this box, Steam closes, but works just fine when starting it again.

Unfortunately, it appears that if I do not own a github repo or have admin rights I cannot assign a severity to an issue, otherwise I would tag this as low priority for sure.

As I have not had issues with VAC servers (unless that's an issue you
started having in the last two months, as I haven't been on a VAC secured
game for a while), I don't know that I'd consider your issue related.
Intermittent connectivity issues I have had, but rarely enough that I chalk
it up to dropped packets and Steam failing to automatically reconnect (I
can do so manually with no issue).

I don't even remember having this issue, if I'm honest. It was over 3
years ago! But no, I haven't had any such issues in recent memory.
