First of all, steam does not respect system alert preferences (e.g. those set in gnome-control-center → Sound → Sound Effects).
And then the bigger issue:
Steam’s alert is very obnoxious and loud. Today I got my ears thoroughly violated by a sound that, emitted by a pair of headphones, could be heard 3 rooms across. The sound itself is very loud, even with system-wide volume being set reasonably low, and seems to repeat over itself many times as long as a dialog (e.g. Waiting for XXYY to exit) is open.
