Either it's 15.10 or the update that was just launched. Hard to tell as I was away for a week. Either way, the web helper seems to freeze up randomly. Only recourse is to kill them from console or of course restart the steam client. Killing the steamwebhelper(s) also immediately fixes the issue.
When the helper is stuck, you can't do anything that requires browsing. So anything on the store is inaccessible, as well as most market and community stuff. Library still works fine.
