Steps to reproduce:
  1. Launch a game (such as Audiosurf 2)
  2. Press Steam button on the Steam Controller
  3. Select Configure Controller
  4. Press the Steam button again to return to the game.
  5. Select a text field in-game (in Audiosurf 2's case click brows music and select/focus the search box).
Expected behaviour:

The Steam on-screen/overlay keyboard.

Observed behaviour:

Controller configuration screen with an invisible keyboard on top.
