Steam doesn't handle the icon display so this may be a WM issue.
I have the same issue on fresh installation of Xubuntu 16.04. My workaround was to change /usr/share/icons/hicolor/48x48/apps/steam_tray_mono.png icon to that from attachment below. Now it looks nice with default theme.

I've edited my steam launcher and its command now is
/usr/bin/dbus-launch /usr/games/steam %U

I have this problem since I upgrade to 16.04, it was fine in 14.04.
In panel preference, if I set panel style to xfce 4.12, the panel looks like this.
By default, it's set to Xubuntu modern and it doesn't display steam tray icon correctly.
