Steps to Reproduce

Open Steam Settings
Navigate to Interface category
Press Set Taskbar Preferences button
Press OK

Expected Result

Dialog window disappears and settings are saved.

Actual Result

Dialog window disappears, Steam locks up and then closes without saving settings.
